Constitution 


The Communist Sortition was created as an experiment in non-state community government that exists within the current capitalist system.


The Sortition's goal is to slowly replace all capitalist goods and services, with community based goods and services until  the Sortition can exist entirely or almost entirely independent of current capitalist systems.


Sortition philosophy


• Belief in a classless society.

• Belief in the right of all life to equitably share all natural resources.

• Belief that ownership is limited to physical personal property, and that productive property, beyond personal devices, must be community owned, maintained, and made available to the community. 

• Belief in an equal starting point for all humans and a comfortable level of care for all beings, regardless of abilities. 

• A belief in the need to strive towards a completely equitable society,

Rules and Structure 


□ Citizen membership must be voluntary. Any member can remove their consent to be governed by the Sortition at any time without retaliation. 


□ Community Service Labor Tax

 - Citizen members must be willing to commit to a minimum "labor tax" of one hour of "community service" per week. 

- Community service will begin with the administration needs of the Sortition.

- Once Sortition needs are met, the labor tax can also include... picking up trash around your neighborhood, helping sortition members with physical or virtual needs, creating and sharing open source matirals such as code, videos, newsletters, artwork, music, etc..., promoting communism or the Sortition, and pretty much anything done for others without expectations of something in return. 

- A  permanent or temporary disability exemption may be requested and approved by sortition process. Discussions may be held privately if requested. 


□ No money is to be exchanged within the Sortition. 

- The only "currency" the sortition will accept or trade in will be labor.

- The exception is that if goods or services are traded by members, the actual cost of the materials can be transferred, but labor can only be traded for labor. 


□ Decisions made by the Sortition are binding. 

-Exceptions can be brought to a Minor Sortition for judgment and can, in that case, override a general rule.


□ Anonymous

- Capitalists harass or eliminate community leaders, and sometimes entire communities, that challenge the capitalist system

Initial positions


□ First Speaker

Voted to represent the group when a single voice is needed but has no special voting privilege.

 The speaker may act prior to Sortition ruling, but must call a Minor Sortition prior to taking any action, and must address the called sortition as soon as it is assembled. 

 Holds office for no more than 6 months before being ineligible for the position for the following 2 years. 


□ Second Speaker

May temporarily take the First Speaker's place in their absence and to keep backup records and accounts in the event of the removal or loss of the First Speaker until a replacement can be voted on.


□ Council of Information 

Members of the Council of Information have no special voting privileges. 

A member of the Council may act on the behalf of the Sortition prior to Sortition ruling, but only in matters of information dissemination, counter propaganda, social media, and journalism. 

Actions taken by a member of the council must immediately be brought before the Sortition for Unanimous Consent or Sortition Judgment."


Decision Making and Appellate Panels 


□ Minor Sortition (3 member) 

 - Any member may call for a Minor Sortition by pledging 3 extra hours of community service. If the Sortition rules in favor, the extra hours will be waved.

 - Only one question or concern can be addressed per Sortition Panel. 


□ Major Sortition (7 member) 

 - May be called by a single member of a Minor Sortition to re-hear the same question. 


□ High Sortition (15 member)

 - May be called by three members of a Major Sortition to re-hear the same question. 


□ Full Sortition (Absolute direct democracy)

- Used when there isn't a higher Sortition that can be called.


□ If there is an objection called and seconded by the sitting members of a Major Sortition or above, the final vote must be conducted using live video. Masks will be allowed and verbal speaking will not be required. This step is only to asure voting members are one single individual and not duplicate accounts. 


□ Unanimous Consent 

- Instead of a Sortition, unanimous consent can be requested of the entire Sortition. If there are no objections, the question is confirmed after 24 hours of open debate.
